Foto: https:\/\/info.railbaltica.org\/ee\/infrastruktuur\n<h5><strong>Eestis k\u00e4ib paralleelselt nii RB projekteerimine, ehitus kui maade v\u00f5\u00f5randamine<\/strong><\/h5>\n<span style=\"color: #008cc8;\"><a style=\"color: #008cc8;\" href=\"https:\/\/www.rbbn.ee\/rail-baltic-arivorgustik\/\" target=\"_blank\" rel=\"noopener\">Rail Baltica \u00e4riv\u00f5rgustikku<\/a><\/span> kuuluvatele ettev\u00f5tjate ees esinedes kinnitas <span style=\"color: #008cc8;\"><a style=\"color: #008cc8;\" href=\"https:\/\/rbestonia.ee\/\" target=\"_blank\" rel=\"noopener\">Rail Baltic Estonia O\u00dc<\/a><\/span> juhatuse esimees T\u00f5nu Gr\u00fcnberg, et RB Eesti osa olulisemad projektid (p\u00f5hitrass, reisiterminalid) on projekteerimislepingutega kaetud. Sel aastal kirjutati alla ka esimesed ehituslepingud ning alustati seitsme silla ja viadukti ehitusega. Paralleelselt on k\u00e4imas RB ehitamiseks vajalike maade omandamine, mida Eestis viib l\u00e4bi Maa-amet.\n\nJuba j\u00e4rgmisel aastal tehakse algust nii \u00dclemiste kui P\u00e4rnu reisiterminalide ehitust\u00f6\u00f6dega ning valmib \u00dclemiste veeremidepoo eelprojekt. 2022. aastal alustatakse 19 silla ja viadukti ehitamist ning RB p\u00f5hitrassi ehitust\u00f6\u00f6dega Eestis. J\u00e4rgmisel aastal algab ka Vanasadama trammiliini rajamine, mis \u00fchendab lennujaama ja RB l\u00f5ppjaama Tallinnas \u00dclemistel l\u00e4bi kesklinna reisisadamaga.\n<h5><strong>Riias ehitatakse uut keskvaksalit ja Leedus valitakse pikima silla ehitajat<\/strong><\/h5>\nSuuremahulised RB reisiterminalide ehitust\u00f6\u00f6d on alanud nii Riia rahvusvahelises lennujaamas kui ka Riia kesklinnas, kuhu rajatakse t\u00e4iesti uus transpordis\u00f5lm, mis pakub tulevikus mugavaid \u00fcmberistumise v\u00f5imalusi eri r\u00f6\u00f6pmelaiusega raudteede ning \u00fchistranspordi vahel. \u00c4sja kuulutas RB L\u00e4ti rakendus\u00fcksus v\u00e4lja hanke Rail Baltica p\u00f5hitrassi rajamiseks L\u00e4tis ligi 200 km pikkusel l\u00f5igul.\n\nLeedus on L\u00e4ti-suunalisel l\u00f5igul RB rajamiseks vajalikud maad t\u00e4naseks omandatud ning samuti k\u00e4imas projekteerimis- ja ehitushanked. \u00dcle Nerise j\u00f5e viiva RB trassi pikima silla ehitushanke pakkumised on laekunud ning lepinguni loodetakse j\u00f5uda l\u00e4hikuudel. Kaunasest Poola piirini ja Vilniuse suunal j\u00e4\u00e4vate RB l\u00f5ikudel on k\u00e4imas eriplaneeringute ettevalmistamine ja projekteerimishanked, millega paralleelselt valmistatakse ette hooldusdepoode, Paneve\u017ayse liikluss\u00f5lme ning kohalike raudteepeatuste rajamist.\n<h5><strong>Rahastamine laabub ja hanked edenevad<\/strong><\/h5>\nPalju k\u00f5neainet pakkunud k\u00fcsimus Rail Baltica finantseerimise kohta on projekti edenedes seni j\u00e4rk-j\u00e4rgult lahenenud. Kuigi RB projekt on t\u00e4naseks kestnud l\u00e4bi mitme EL eelarveperioodi on uue raudtee rajamine l\u00e4bi Baltikumi p\u00fcsinud Euroopa Liidu kuue k\u00f5ige olulisema taristuprojekti hulgas. T\u00e4naseks on RB projektile Euroopa \u00dchendamise rahastust (CEF) eraldatud kokku 1,2 miljardit eurot. J\u00e4tkuvalt on projektile ette n\u00e4htud v\u00e4ga k\u00f5rge EL-poolne kaasrahastuse osakaal \u2013 kuni 85% abik\u00f5lblikest kuludest.\n\nRB projekti elluviimiseks 2015. aastal kolme Balti riigi poolt loodud \u00fchisettev\u00f5tte <span style=\"color: #008cc8;\"><a style=\"color: #008cc8;\" href=\"https:\/\/www.railbaltica.org\/et\/\" target=\"_blank\" rel=\"noopener\">RB Rail AS<\/a><\/span> andmetel on RB hangetel seni lepinguid s\u00f5lmitud 217 erineva Balti \u00e4ri\u00fchinguga (registreeritud Eestis, L\u00e4tis v\u00f5i Leedus) ning ca 50 ettev\u00f5ttega teistest EL v\u00f5i kolmandatest riikidest.\n\nVastavalt Balti riikide vahelisele kokkuleppele viiakse osade materjalide ja teenuste hanked l\u00e4bi n.\u00f6 tsentraliseeritult \u00fchisettev\u00f5tte RB Rail AS poolt. Nii on alustatud konsolideeritud hangetega r\u00f6\u00f6baste, liiprite, p\u00f6\u00f6randute, killustiku, jms suuremahuliseks soetamiseks. Tulemas on hanked betoonelementidele, m\u00fcrat\u00f5ketele ja taradele. Ettevalmistavas faasis on hanked tulevase raudtee elektrifitseerimis- ja liiklusjuhtimiss\u00fcsteemide projekteerimiseks ning ehitamiseks.\n<h5><strong>\u00dcks raudtee, kolm haldusfirmat?<\/strong><\/h5>\nPikki ja keerulisi vaidlusi Balti riikide vahel on p\u00f5hjustanud k\u00fcsimus, kuidas hakatakse majandama tulevase raudtee infrastruktuuri, s.h jagama l\u00e4bilaskev\u00f5imet, kehtestama ja koguma raudtee\u00a0 kasutustasu, jne. Arvestades vajadust suhteliselt l\u00fchikest raudteel\u00f5iku efektiivselt majandada ning tagada selle kasutajatele v\u00f5imalikult mugav ligip\u00e4\u00e4s on Eesti ja L\u00e4ti seni toetanud l\u00e4henemist, et seda peaks tulevikus tegema \u00fcks (\u00fchis)ettev\u00f5tte. Viidates siseriiklikele seadustele ja rahvusliku julgeoleku kaalutlustele on aga Leedu olnud j\u00e4rjekindlalt seisukohal, et RB taristut peaks iga riik oma territooriumil ise majandama.\n\nEt ummikseisust v\u00e4lja tulla on hiljuti lahendusena kokku lepitud p\u00f5hjaliku raamlepingu s\u00f5lmimises, mis tulevikus s\u00e4testab nii raudtee kasutustasude arvutamise metoodika, l\u00e4bilaskev\u00f5ime jagamise mehhanismi, raudtee hooldusstandardid, raudteed kasutavate raudteeveoettev\u00f5tetele teenuste osutamise kui ka muud uue raudtee igap\u00e4evaseks toimimiseks vajalikud reeglid. Vastav ekspertgrupp peabki 2025. aastaks ette valmistama t\u00e4pse mudeli, mille j\u00e4rgi saaks kolm ettev\u00f5tet \u00fchte raudteed v\u00f5imalikult t\u00f5husalt majandada.\n<h5><strong>Rail Baltica valmib aastaks 2030<\/strong><\/h5>\nEhkki COVID-pandeemia on ka RB jaoks toonud kaasa probleeme ja viivitusi v\u00f5ib t\u00e4na t\u00f5deda, et sajandi suurprojektiks nimetatud Rail Baltica on j\u00f5udsalt edasi liikunud. Algselt projektile p\u00fcstitatud valmimist\u00e4htaeg aastaks 2026 osutus liialt ambitsioonikaks.
