Seega t\u00f5usetub k\u00fcsimus sellest, kas ja mis \u00f5igused ja kohustused on muutuvas olukorras uus normaalsus nii t\u00f6\u00f6tajatele kui ka t\u00f6\u00f6andjatele nakkusohutuse tagamiseks.\n\nT\u00e4naseks, 1. septembriks on k\u00f5ikidel t\u00f6\u00f6andjatel kohustus esitada t\u00f6\u00f6keskkonna riskianal\u00fc\u00fcs, kus tuleb uuendusena hinnata ka nakkusohutust seoses COVID-19 j\u00e4tkuva levikuga. Juhul kui t\u00f6\u00f6taja puutub t\u00f6\u00f6kohal kokku kas teiste kolleegide v\u00f5i klientidega, on \u00fcheselt ilmne, et nakkusohtu t\u00e4ielikult v\u00e4ltida ei ole objektiivselt v\u00f5imalik, sest viirus levib inimeselt inimesele.\n\nV\u00e4ltimisest j\u00e4rgmine samm on m\u00f5jude v\u00e4hendamine ning nakatumisriskide maandamine. Juba varem kehtinud regulatsioonide j\u00e4rgi on t\u00f6\u00f6andja kohustatud t\u00f6\u00f6tajate igasugust terviseriski v\u00e4hendama v\u00f5imalikult madala tasemeni.\n\n17. augustil j\u00f5ustus valitsuse bioloogiliste ohutegurite m\u00e4\u00e4ruse muudatus, s\u00e4testades n\u00fc\u00fcd eraldi regulatsiooni ka koroonaviiruse kohta. Koroonaviiruse leviku kontekstiks tuleb m\u00e4\u00e4ruse kohaselt tagada t\u00f6\u00f6keskkonnas teiste inimestega kokku puutuvate t\u00f6\u00f6tajate nakkusohutus eelk\u00f5ige l\u00e4bi t\u00f6\u00f6tajate COVID-19 haiguse vastase vaktsineerimise tagamise, nakkusohutust kinnitava t\u00f5endi kontrollimise v\u00f5i t\u00f6\u00f6tajate testimisega.\n\nEeltoodut arvestades on m\u00f5istlik n\u00fc\u00fcdseks k\u00f5igile kohustuslikus riskianal\u00fc\u00fcsis ette n\u00e4ha, et teiste inimestega kokku puutuva t\u00f6\u00f6taja puhul tuleb tagada nakkusohutus eelk\u00f5ige l\u00e4bi vaktsineerimise, nagu s\u00e4testab m\u00e4\u00e4rus.\n<h5><span style=\"color: #008cc8;\"><strong>T\u00f6\u00f6lepingu \u00fcles\u00fctlemise v\u00f5imalus<\/strong><\/span><\/h5>\nKui aga t\u00f6\u00f6taja ei soovi vaktsineerida v\u00f5i testida ega ole viirust ka l\u00e4bi p\u00f5denud?\n\nEsimese alternatiivina tuleb t\u00f6\u00f6andjal, v\u00f5imalusel koost\u00f6\u00f6s t\u00f6\u00f6tajaga, hinnata, kas ja mil viisil saab t\u00f6\u00f6keskkonda ja t\u00f6\u00f6suhet \u00fcmber korraldada. Ehk saab t\u00f6\u00f6taja suunata \u00fcmber kaugt\u00f6\u00f6le v\u00f5i kui see ei ole samal ametikohal v\u00f5imalik, on ehk ettev\u00f5ttes teisi t\u00e4itamata ametikohti, mida sellele t\u00f6\u00f6tajale saab pakkuda. T\u00f6\u00f6suhet peaks p\u00fc\u00fcdma hoida, kuid see eeldab avatud meelt ja valmisolekut koost\u00f6\u00f6ks ning kompromissideks.\nOluline on silmas pidada, et t\u00f6\u00f6lepingus kokkulepitut saab muuta ainult poolte kokkuleppel ehk teisele t\u00f6\u00f6le suunamisega peab ka t\u00f6\u00f6taja olema n\u00f5us.\n\nParatamatult on aga ka t\u00f6\u00f6kohti, kus t\u00f6\u00f6 \u00fcmberkorraldamine ei ole v\u00f5imalik v\u00f5i on see ebam\u00f5istlikult kulukas. K\u00f5iki t\u00f6id ei saa ka distantsilt teha. Sellisel juhul s\u00e4ilib t\u00f6\u00f6andjal \u00f5igus n\u00f5uda t\u00f6\u00f6tajalt nakkusohutuse t\u00f5endamist. Juhul kui t\u00f6\u00f6taja ei ole vaktsineeritud ega viirust l\u00e4bi p\u00f5denud, saab alternatiivselt t\u00f6\u00f6taja nakkusohutust t\u00f5endada testidega. Samas \u2013 regulaarne testimine on kulukas ja mitmete t\u00f6\u00f6tajate pikaaegse testimisvajaduse puhul v\u00f5ib tegu olla kuluga, mis ei ole t\u00f6\u00f6andjale j\u00f5ukohane v\u00f5i majanduslikult otstarbekas.\n\nSeega, kui t\u00f6\u00f6andja on riskianal\u00fc\u00fcsis p\u00f5hjendatult ette n\u00e4inud nakkusohutuse t\u00f5endamise vajaduse ja t\u00f6\u00f6taja ei ole seda v\u00f5imeline tegema ilma t\u00f6\u00f6andjale pikema perioodi v\u00e4ltel lisakulutusi tekitamata, tekib t\u00f6\u00f6andjal suure t\u00f5en\u00e4osusega alus t\u00f6\u00f6taja hoiatamiseks, et kui t\u00f6\u00f6taja, kas ei l\u00e4bi vaktsineerimiskuuri v\u00f5i n\u00e4iteks ei hakka testima oma kulul, tuleb t\u00f6\u00f6tajaga t\u00f6\u00f6leping paratamatult t\u00f6\u00f6kohale sobimatuse t\u00f5ttu l\u00f5petada.\n\nJuhul kui t\u00f6\u00f6taja n\u00f5ustub vaktsineerimisega, on m\u00f5istlik, et kuni vaktsiini l\u00f5pliku toime saavutamiseni kannab ajutised testimiskulud siiski t\u00f6\u00f6andja.
