Does the State have to make good the damage caused to the undertaking in an emergency?

A number of measures have been implemented in the declared emergency, which have directly or indirectly forced operators to significantly restrict or completely suspend their activities. Inevitably, at some point, the question arises as to whether an undertaking could also have a right to claim compensation from the State for damage not compensated by the aid measures.
