Oskaras Virbickas

In the field of public procurement, Oskaras goes beyond standard procedures – he has experience in evaluating classical, utilities sector, and central purchasing body (CPO) procurements, regardless of whether the contracting entity is subject to public procurement regulations or not. He led a team that developed and implemented a methodology for assessing the compliance of procurement procedures in EU-funded projects, ensuring its effective and high-quality application.

Oskaras coordinated the evaluation of the functioning of institutions within the operational programme management and control system – including managing, intermediate, implementing, and audit bodies. He oversaw the processes related to violations and the application of financial corrections in line with European Commission guidelines and contributed to the prevention of systemic procurement infringements at the national level.

His expertise is further strengthened by ongoing cooperation with the European Commission and the European Court of Auditors on issues concerning the allocation and eligibility of EU funds in Lithuania. In addition, Oskaras has hands-on experience as a member of procurement committees and as a procurement initiator, providing him with a comprehensive practical understanding of the entire procurement cycle – from concept to implementation.
