TRINITI JUREX Advises on Landmark Kairiai Landfill Gas-to-Energy Project

TRINITI JUREX has successfully advised UAB Energijos parkas (EP) on the development, execution, and financial structuring of the Kairiai Landfill Gas-to-Energy Project—one of Lithuania’s pioneering energy recovery initiatives utilizing landfill gas for electricity and heat generation.

Awarded through a competitive tender process in 2008, overseen by Šiaulių Regiono Atliekų Tvarkymo Centras (ŠRATC), the project involved a €2 million investment to design, finance, and construct a comprehensive landfill gas collection and cogeneration system. As part of the project, EP implemented landfill gas collection and utilization systems, developed a gas pipeline and cogeneration power plant, and constructed a gas compression and extraction facility.

Despite being an innovative renewable energy initiative, the project faced operational and financial challenges due to discrepancies in gas yield projections at the landfill. TRINITI JUREX played a key role in securing financial adjustments and project restructuring, ensuring continued investment viability and setting a precedent for risk allocation in future energy infrastructure projects.

This project marked a milestone in Lithuania’s renewable energy sector as one of the country’s first landfill gas-to-energy initiatives. It established a new model for private investment in energy recovery from municipal waste sites and introduced a public-private partnership framework, making it one of the first instances where the accountability of a contracting authority in energy tenders was tested. The case also underscored the importance of transparency and accuracy in energy investment tenders, influencing future concession-based energy infrastructure developments in Lithuania.
